How to read a figure
A figure here is a count, not a recommendation. It says how many people in a state held Medicare a particular way in the year CMS filed, which is a fact about that state and not a statement about what anyone should buy. Shares are arithmetic on two published figures of the same row. Where CMS withholds a count the page says so and names the field, because a blank would be read as a zero.
