Shares are arithmetic on two published figures of the same row. Where CMS withholds a count the page says so and names the field, because a blank would be read as a zero.

Methodology: Every figure on this site is one field of one row of CMS's Medicare Monthly Enrollment file, the annual 2025 rows, read from CMS's own open data API and committed here exactly as it was read. Each figure is proven mechanically: the response is stored beside the dataset and every number must equal the named field of the named state's row in it, so a figure that drifts fails the ingest rather than going stale on the page. Where a share is shown it is arithmetic on two published figures of the same row and nothing else. Where CMS withholds a count it is recorded as withheld, naming the field, and never estimated. No figure here comes from a carrier, an agent, or a summary of CMS's data, and this site does not market a plan.
